NCSP sues maritime transport agency, Novorossiysk port’s captain

MOSCOW, Mar 14 (PRIME) -- Russia’s Novorossiysk Commercial Sea Port (NCSP) has filed a suit to the Moscow Arbitration Court against the Federal Agency for Maritime and River Transport and Novorossiysk port’s captain Yevgeny Tuzinkevich, as seen by PRIME on Wednesday in materials of the register of arbitration cases.

The court is yet to start proceedings on the suit, whose matter was not disclosed.

In February, aide to the president of Russian oil pipeline monopoly Transneft Igor Dyomin said that actions of the captain led to a collapse of oil product exports, as loading of six tankers was suspended and about 2,400 railway tank wagons were waiting to be unloaded.

Dyomin said that the captain demanded tanker Penelope of shipping company Prime Shipping, a subsidiary of Rosneft, be loaded first, which was impossible because the ship’s owners had no formalized documents for the cargo.

Transneft filed a claim to the Transport Ministry and the agency, but they said that the collapse happened as NCSP had temporarily suspended exploitation of two harbors and that cooperation of the company’s terminal operators with cargo owners and the shipping company was inappropriate.
